STATEMENT OF PROBLEM.

One of the key setbacks of traditional method (highway capacity manual) design 1950. was the inability to suit modern transportation planning in present and other region such as ours, because of complexity nature of our planning system and unwise decision in construction most of roads, the entire highway of our study area are considered with the present carriageway expanded to minimum of 2 lane in both direction (4lanes), yet other factors hindered traffic flow are elaborate, this is because the earlier planner based their design on the traditional way, while some were not  taking account or conduct basic traffic data analyses and documented, make it difficult for already research such as highway capacity manner to be use in this study area. over the years the highway capacity manner are used in most of the developed countries, this is so because of the information as related to their traffic date are homogeneous and other factors on the road network in determining the probability of  same trip  making  in other similar location.In the course of this research the gravity model will be adopted to contain all significant variables, that are characterize traffic operation..
